You didn't say, but I suspect that you are using Windows.
I further suspect that your computer/browser (IE) has locked up for you at some point while navigating the mentioned sites.
This is not an unheard of problem that has been plaguing Windows/IE users viewing images on *nix servers in php galleries, especially when the images produced were generated by Mac users with Adobe products, and not using the Save For Web function (There are no reports to my knowledge of Paint Shop Pro causing this). SFW strips the images of extranneous data that can confuse Windows/IE for whatever reason (that being said, I'm not a fan at all of SFW - so you can blame me if you wish [img]/ubbthreads/images/graemlins/wink.gif[/img] ).
My experience with other fora/galleries/sites is that the combination of all of the above factors can hit just the right sweet spot to mess things up.
I *assume* that something that might have to do with it is IE's tendency to present (or attempt to present) the data exactly as it receives it. Mozilla-based browsers tend to interpret the data, and present an assumption of what is intended by the data as a whole, rather than line by line.
