I'll second the PicturestoExe recommendation. Works great and you can either keep it simple or really get fancy with music synchronization. All for only $30.

Adobe Elements would fill the bill, it has html templates, just like Photoshop, only it cost $100.

Lot of pros using Photoshop use Elements for quick fixes.
