Anybody know how to get this look?

I am sure it's a photoshop action. I see it a lot in fashion photography, that hazy, opaque kinda look... Kinda like here

create a new adjustment layer for hue/saturation.
set the hue/saturation control box to colorize, select whatever hue you want the color to be.
in the layer menu set that layers blending mode to color, then turn that layers opacity down to where ever you like the look then. then flatten the photo.
to get the washed out look go to levels or curves and lighten your shadows.

Hope that makes sense.

I'm not sure I'd want the look of that photo.

It seems badly composed and has extraneous background conflicts and bad cropping.

As for the monochromatic look, there are many methods. I usually use the NIK Color EFEX filters which are very powerful for these kinds of effects.

I am only talking about the work that was obviously done in post production. The photo itself stinks, I am aware of that... I just have some ideas for this effect and where I could apply it. Thanks again!
