Hmm, I've not heard of it being used for phones, but I don't see why it couldn't be.
Most people utilize RSS feeds on their computers with a program designed to pick them up. Google desktop has one built in and I believe yahoo's equivelant has one though I don't remember what it is called right now.
What those do is watch for updates to the RSS file and then they notify you, or download things, or whatever. It's useful for forums, blogs, podcasts, galleries, etc you like to keep up with new posts on without having to go out and check each place for updates.
