I put edit in quotes because everyone edits their photos, its crazy not to.
I'm talking about pushing the photo into the art realm where its actually a piece of art that just started as a photograph. hence "edit"

I wouldn't list it as editing. I agree that is an expected part on the clients side. List a "photo manipulation" or "artistic interpretation". Anything that differentiates the level of commitment ( both from you and from the client) to achieve the harder looks.

I would call these photo-illustrations in specific...or graphic art in general.

These are far past editing/retouching, in my opinion.

Not that you asked, but my fave is #2 here...I think it worked very well. The tonal gradations are smoothest in that one, which I think is the key in going where you're going with these

yeah some photos look just plain harsh with that effect, I have to really be delicate when people are involved.

I would agree with JonScott that these are more examples of "photo illustration" than retouching or editing. And, I would agree with kgphoto that you should charge extra for this type of manipulation.

Personally, I love the look and would love to learn how you achieved this effect (plug-in or manual manipulation) ... but I think dropping the saturation by about 10% would make the images look more "Norman Rockwellesque."
