A photographer offers these rates.
My question is "A Zed Card is a comp card but I thought that was the same as a tear sheet which you wouldn't have unless you were published.
So what is it that this photographer is offering?

A comp or zed card is generally an 8X10 image usually a head shot of the actor or model. sometimes there are a few other images on the back. The actors stats are usually somewhere on the card as well. Agencys send out comp or zed cards to find work for the talent.

Typically actors do NOT use zed cards. They use and 8x10 color or B&W head shot.

A zed card (comp card) is typically 5.5" x 8.5" with a head shot on one side and 4-5 commercial looking images on the back side, along with the models' name and stats.

A comp card is typically 5.5x8.5 double sided, with a head shot on the front, and 3 or 4 smaller images and text on the back. There are variations, 4 pages (folded in half to fit "standard" comp card racks), horizontal layout, etc. but that can get expensive in a hurry so most stick with the "standard" size/layout.
Here's an example of one I'm working on:
