It's how they make the vests these days. The hood is actually attached to the vest. I have one and I know several girls/women who own them. In the midwest, we wear them with long sleeve shirts/sweaters under them....but in modeling, I've seen several girls model them with only a bra under it or nothing at all to give a little more sex appeal.
