You can find several incident flash meters at under a $100 that will work well. But you can also use a gray card for the time being and your camera's histogram to figure your exposures. Start by choosing a typical fstop (f8). Just shoot a full frame photo of the gray card while its being held in the same light where your subject will be. Look at the histogram. If the exposure of the card is proper, then there will be one spike in the middle of the histogram. If its not in the middle, then change the fstop up or down and shoot again and continue till you have a histogram with the spike in the middle. That is the proper exposure for 18% gray. Now adjust the fstop up or down based on whether you have a light or dark subject. That's it.

Cheers,
rfs

Slight improvement over that is to shoot three cards taped together, one white, one black and one Koday Gray Card. This way you will get three spikes and you can better tell where the "edges" of your exposure lay. Kind of like the PHotoVision Target. I would suggest getting one of those, but they are about $100 and it sounds like you are on a tight budget. Plus you can make this very quickly and don't have to wait for shipping so you can keep shooting.

I don't know of any "cheap" meter that can do all you ask.
