Not to repeat what has already been said, but the two aspects definitely work hand in hand.

Can a technically perfect image with average or little emotion work?..sure...
Can an image with extreme emotion, yet technically flawed (to a degree) work...ABSOLUTELY. At the SS in Vegas, Johnny Olsen was showing a PP slide show of his images...I took more away from his presentation than any of the 2 workshops I attended. As his images were being displayed, he would point out a "flaw"...blown highlights on this one...maybe a crop above a joint on this one...maybe a tad underexposed on this one...but EVERY on of the images he pointed out the flaws had an attitude that made the image rock, BUT what I liked about his presentation was HIS attitude...Doesn't bother me he said about one...Don't care he said about another...the images all worked as the emotional aspect far outweighed the flaws he himself pointed out.

I am still under the belief that if you are perceived to be a great photographer, peers will overlook technical flaws from you more so than someone like me...

When Jimmy D (et al) posts an image with technical flaws but has emotional impact...it was planned and it works...

When BobbyG posts an image with flaws...it was an accident and watch for this or that...I completely understand that... and it makes me try harder to get to the next level so when I actually DO step out of the box, the image will be viewed more so on the emotional aspect rather than the technical... IF the photo was planned that way to begin with...

It you start from the premis that a photograph is a collection of marks on a 2 dimentional surface then it is apparent that it has no emotion or other meaning.

What makes it able to communicate in human terms are the relations or points of view that are defined by positioning the frame edge. This spontaneous selection and arraingement along with optical realism define photography.

It is technique which enables the marks on the paper to communicate emotion or other conceptual meaning. They are inseperable.

The challenge of photography is to use technique to communicate aspects of our experience in new or revitalized manners, to filter cliche from our culture.

There can only be one winner for me.
When I view images I admire those that are technically excellent, but I remember those that have emotional impact.

I posted a quote once before in a different thread and I am still unable to remember where I saw it. However I like the quote so much I will post it again...

This is something I've thought a lot about.

When it's someone's money, I give them what they want. If it's not "technically" correct but it's what they want, it's what they get. They're happy and I'm money ahead.

When it's my time and money I keep the technical aspects in my hip pocket and go for the mood I'm in. I'm always experimenting with light modifiers to help create my mood and then write the technical aspects down so I can recreate it again if I like it.

I haven't stopped to count how many setups I can put up without thinking about them but I know there are more that I don't know how to set up that I want to try but the bottom line is the end result. Was it achieved through the models look, the technical aspects of the lighting or the mood I'm in when I shot it or later when I see the final product.

Pass the bong over here and see if I can not answer your question any worse than I already have.

Too many people confuse technicality with commercialism and vise versa.
Comercialism is only about the exchage of goods or services for some form
of consideration ( hopefully cash).

Being TECHNICALITY proficient is the ability to recreate the "minds eye" with accuracy time and time again
and EMOTIONAL is the ability for the "minds eye" to "see" and "predict" the results of an image before it is created.

You can visualize all you want, it's your ability to execute the technicality
of the visualization that determines ones ability to express ones self.

If your expression is effective, then you have emotional impact.
