Firstly I know this is not a sexy girl but a car. But the effect is very very cool?
can you experts tell what kind of lens he used. Also do you think u can spot what PS filters he used?

I'd say he was using 24mm lens, maybe Canon 16-35mm?

I looked at the car bumper and I don't see any flash/strobe. I can see the photographer standing up and took this picture.
I think the photographer pointed to the sky as meter exposure.

As for PS, obviously, you can see the black corners, (my mind slipped right now, it is called vin...).
Dodge then unsharp it.

I would agree that a wide angle lens was used, and there is some vignetting (darkening around the corners), but it looks more pronounced on the right side and bottom, leading me to believe it was either added in Photoshop or the left side of the picture was cropped.

Looks like a bit of Lucis (PS plugin) or a shadow/highlight adjustments and selective sharpening was added in post to give the image a more graphic look.

That's just my opinion.

If I were to guess, it looks kind of Dave Hill-esque. Kelby had something on his blog on how to do it in Lightroom.

I'd have to say that the image was taken in color, a selection path was made around the desired parts of the image, the selection was then inversed to select everything else, and then desaturated. It also looks like the area around the arm of the back hoe was dodged.
