I have some specific effects I'm trying to achieve and also want to polish my technique on retouching skin. Is this a good forum for getting that type of help and advice or if not what is the best forum for photographers trying to learn some new photoshop skills. I'm hoping to post some examples and get some input on how to achieve the desired effect. I'm part way there but not all the way. Thanks.

In all honesty, this in my opinion might not be the best forum to learn PS techniques. If you want critiques of the end product, then this is the place. I recommend www.kelbytraining.com to learn PS and much more. Check it out.

If you know photoshop already and are looking for step by step, Model Mayem has some good ones and retouchpro.com is a great resource as well. If you are looking for actions, do a google search for the type of action. They are out there, you just have to look a bit.
For skin editing, I would recommend Lee Varis' book called "Skin" there is a lot of info on retouching skin, I use a modified version of his techniques.
Although it is not a technique forum, I would suggest http://photography-on-the.net. it is a great site for ideas, inspiration and if you search, you can find a lot of posts on skin softening.
