Yes, its fairly straightforward to do in Photoshop without a plugin. It just takes time and patience and each variation takes much additional time. With a inexpensive plugin like the one from Flaming Pear, one has thousands of options and it just takes a few seconds for simple reflections. Another advantage of a plugin is that it is very repeatable and that can improve the workflow. I usually opt for a plugin when it allows more efficient use of my time.

There is a rain reflection article in "Down & Dirty Tricks" by Corey Barker in the Jan/Feb 2008 edition of Photoshop User pg 23. It involves using vanishing point, you might find useful.
