When I open a raw image and then choose save-as, it only gives me the option to save as a psd, pdf, tiff and a couple of others....but no save as jpeg option (or gif for that matter).

Anyone know why?

I agree with Stu... convert to 8-bit RGB, then the JPEG option becomes available.

You should be able to use the "export" command under the file menu to export the raw as a .jpg.

Dont know what version you are using but mine (CS) I chose save for web under the file menu to save it as jpeg. Then adjust the quality options accordingly.

You may be working in 16-bit and JPEG is limited to 8-bit - convert your 16-bit image to 8-bit and you can save it as JPEG
