Yes. Unless you experience a lockup where you are forced out of PS, the prior settings will remain on Unsharpen Mask continually. However, in the case I mentioned above, those settings -- along with all others (tools, etc.) will revert to the default settings of the program.
While on the subject, here's a nice feature you may not be aware of. Using the hotkeys to access Levels (Ctrl + L) you can set the adjustments as you'd like. To use those exact settings the next time, just hold down the Alt key in addition to the two earlier mentioned (so in this case Alt + Ctrl + L). These will also stick around (even after closing and reopening PS), as well.
Adding the Alt to many of the other hotkeys has the same effect on other setting (like Adjust Hues/Saturation, Curves, etc.)
