Here is what I've done. 1- I used the healing brush on everything I could to clean up her skin. 2- make an adjustment layer and adjusted the levels till I got the eyes the way I wanted. (the rest of the photo looked horrible) Then I erased everything but her eyes. 3- flatten image or merge visible layers. 4- made a dup. layer and added gausian blur. Then erased everything but her skin. Then I adjusted the opacity to about 14% and flattened the image. I hope it helped a bit and that it looks good on your monitor.
