NOT only is it the amount of usable pixels that determine the maximum print size, but it is also the ASPECT RATIO of those pixels that determine the size.
A camera with a 3:2 aspect ratio can fully utilize 4x6, 8x12, and 20x30 inch print sizes.
A two mpx camera with a 3:2 ratio can do up to an 8x10 (8x12). Otherwise 5x7 is typically the highest.
Three mpx can go up to 11x14, or 8x10 if using other aspect ratio.
4mpx can go 20x30 (11x14 if other aspect ratio).
Most 5 or 6 mpx cameras and some 4mpx cameras will be able to sustain photo quality prints at the 20x30" size, and I do have the 20"x30" print from a 4mpx camera that proves it (from ofoto.com)
