No it can be, I went through the same thing, when working is PS I was using colormatch profile, then when you saved out as a jpeg and looked at it using IE the brightness/contrast was very different. In fact I would have an image that I had edited, dodged the white background, then when I posted the picture you could see all the brush areas I had done and where I had missed things. I've found working in SRGB kept things a little closer and I use a adjustment layer cranked really bright to take a look at a final image and do any touchups I need before dropping the layer and saving the file out to make sure I've not left marks on the image.
