but the person asking the question is a full time photographer and I feel confident that he has Photoshop at his disposal. All the other programs are nice but I doubt that they want you packaging their software with your CD-ROM full of images that you have sold, unless you're shooting for free but every shoot has value. ACDSee is a great viewing program but let them find out that you're giving away their software on CD's.
Although Photoshop is pricey, it's also the industry standard because my guess is it will out perform all the others. Look at it like a light meter or that f/2.8 lens. It's something that any serious photographer should look into owning. If you know any students in college, you can obtain an academic version from Adobe for $299. (2 years ago) and it is the complete, full blown version.
