If you cool the fog, it'll stay lower to the floor, being denser. There's a "Halloween Haunted House" web site that has fairly detailed plans for creating such a cooler from a largish ice chest - but you need some dry ice to "power" the thing, as I recall. Basically, you put a couple of holes into the chest; one hole is connected with tubing to the fog machine, the other becomes the exit port. Put dry ice into the chest, and turn on the fog.
