I like the second one - impressionistic. Nice job.
To me, however, the first says very little about monsoons, Delhi, or India. Not too much about clouds, either, when you come down to it. It's a vanishing perspective late evening scene, with little or no focal point for the viewer. I've made a lot - although I tend to have paths through the forest rather than a street. But not very interesting.
