One thing that jumps out immediately is the resolution and frequency. One thing I've found with the LCD monitors is that *their* native resolution is usually a whole lot higher than what most people normally use. The newer ones at work will even "complain" if we don't set the resolution as high as they're optimized for. 1280x1024 might be native for the 17", but is it the same for the 19"? What about the frequency? Is the 19" expecting 60hz? Anything outside what the monitor is optimized for can cause the problems you're seeing.
