They're old, but I personally think I learned a lot about the technical issues from reading and re-reading the Time-Life Library of Photography series. It's a series of about 12-15 books, each on a more-or-less single topic, "The Camera", "Film", "Color", "Photographing Children" all come to mind as titles. The best thing about the series is the incredible wealth of outstanding work used as illustrations. You can probably find many of the volumes in your local public library.
The best tool for learning is to shoot and to evaluate the results critically, and it's also useful to study the work of others continuously.
