I'd recommend Eizo panels, but I suspect they are more expensive than your budget.

Eizos are made to be calibrated (especially the CG and CE ColorEdge models). A lot of panels aren't, and yield wildly wrong colours. There's supposed to be a colour-accurate Samsung, with a model number ending in BLU, but that's just one model. I have tried a few Benqs, and been disappointed in all of them. I was surprised how well some Hyundai panels calibrated.

The Apple panels vary a lot - some calibrate well, some don't (even in the same model number!) - if you get a good one, they are reputed to be quite good.
