Try adjusting the settings on the camera. If digital you should find a setting adjustment to "optimize" the image ie: normal, vivid, soft, softer, sharp, landscape, direct print, portrait, custom. Play around with different settings till you find what works best.

As far as MO of the shot, the bg could use smoothing just a tad as well as the skin. As well the image seems to lack POP so some contrast adjustment would help. I myself would have removed the necklace as well as it too is a distraction. I'm not fond of the facial expression with her eyes somewhat down, maybe a straight on look or even up to the left (her right) slightly, would work better.
