This was an action long before President Bush came to the WH. I was a cop in Daytona and I could (legally) detain anyone I wish and demand they identify themselves.
It was called (at least for my department) "filling out a contact card". Some departments have to get a certain number a month - although there is "no such thing" as a quota.
