I like to think the other way round, I start with my maximum shutter sync speed (which is determined by the shutter of the camera). For my camera this is 1/200s , so this is what I normally use. Then I determin what f-Stop I will be needing to light the subject. Lets say I want f7.1. I then adjust the power of my flash to make my flashmeter-reading at the subject show 7.1.

Now my subject is lit as it should be, and my background is as dark as it can be (iso put on the lowest value, for me iso 100).

If I want more light of the background, all I have to do is make the shutter stay open a little longer. Like 1/60s. Et voila.

It's probably the same as what u wanted to do, but the limiting factor for getting the ambient background darker is the sync speed.
