This technique may give you the effect that you are looking for:
Start with the photo you want to filter, then select: filter>distort>diffuse glow (you can probably just accept the PS default for your first experiment)>click OK
Do a Save As under a new file name, then open up the original so that you have both on screen. With the altered version set as the active photo: select>all. Then use the Move Tool to grab the selection and drop it on top of the original (this creates a new layer), be sure the two are registered exactly.
Now do: windows>layer to see both layers. With the distorted (layer 1) selected, grab the opacity slider and move it to 50%. You can adjust the opacity to give you the filtered effect you want. When you like what you see you can do a layer>flatten and save your final product as a new file.
Between the diffuse glow options and the opacity layering, you can create an almost infinitely variable filter.
