Actually it is based on file number. So shots IMG_0001 - IMG_0100 go into folder 100 then shots IMG_0101 through IMG_0200 go into folder 101. So if you took 25 pictures cleared the card then took 100 you would get 75 in the first folder and 25 in the second.
I agree it is stupid and pointless but consistent.
