When I was still shooting film, I usually took it to Sam's Club for processing and ordered either a high res CD or low resolution scans. They delivered the low res scans on line, they gave you a code to access your images on their site.
The price was very reasonable, I think the low res scans added a buck to the processing and the CD was a couple of bucks.
The quality wasn't bad. It might not be up to a drum scan, but then you aren't paying 75 cents per frame for the scan. The 75 cents per frame is what the local custom shop gets if you have them scan a bunch...
