You might want to check your manual more carefully...Canon's US website shows a flash sync speed of 1/200th sec. for the 10D.
As for your question, that speed is the TOP sync speed. The use of slower sync speeds (to allow more ambient light to influence exposure) is known as "dragging the shutter", and is quite effective in many circumstances.
