There are many ways to organize. I have ACDSee V7 and it has a great range of cataloging abilities, including ratings, dates and times, keywords, etc. Once you get the hang of it, it is very powerful. For example, you can have it catalog not only all your hard drives, network drives, but also your CD/DVDs and it keeps a thumbnail database in its central database so you always know where all the photos are. If you copy photos from one place to another, it will even track the fact that you have copied them, and so forth.
I often use it for assigning a rank to various photos scattered across several different media, and then I can view all of the photos with that rank and it know where each one of them is.
