I think you meant yacht but no matter... A yatch sounds like a native hut in Nepal or something... or maybe you do mean a yatch!

Anyway, in many cases it's a matter of who you know as Marc pointed out. Or how bold you are in asking strangers for favors.
Then again, sometimes even places you expect to be readily available aren't. A group I was with (photographers and models) got chased off a public lake beach by the park security. No... there weren't any super skimpy thongs, or nudity, they just said no photography allowed.
After being chased off the beach, we asked for permission to shoot at a private marina. No problem... There were enough yacht owners around (it was a weekend) working on their boats that it wasn't a problem getting permission to shoot on some of them, especially after the guys saw the models!
Two approaches are possible of course. Ask permission in advance and hope the person who gives it is around when you're ready to shoot.
Or just go and do it, and apologize later if necessary... Just be aware you may have to explain to the local police.
